Co-producing in The Netherlands

The Netherlands Film Fund supports minority co-productions for feature films, documentaries, (short) animation and interactive and immersive media productions. We focus on creative co-productions with a strong artistic and international appeal and substantial creative Dutch input.

How much can be applied for:

  • Up to 250,000 euro for a feature film or animated feature (budget < 3M)
  • Up to 450,000 euro for a feature film or animated feature (budget > 3M)
  • Up to 70,000 euro for a feature length documentary
  • Up to 50,000 euro for an animated short, interactive or immersive media production

How to access and primary conditions:

  • Applications must be submitted by a production company that has operated consistently in the area of production and release in the Netherlands, the EU, EEA or Switzerland, for at least 2 years.
  • The applicant is legally represented by a producer who, as majority producer, was responsible for at least 1 film production feature, animation film or feature length documentary) which has been theatrically released in the Netherlands.
  • The grant must be fully spent on Dutch services, cast and crew.
  • The Dutch share totals at least 10% of the production costs, including a possible Dutch share from Eurimages.
  • A theatrical release in the country of origin of the main producer is required.
  • At least 50% of the financing from the country of origin of the main producer should be committed upon application.

Cash rebate conditions:

The cinema release in the Netherlands (12 weeks) must be guaranteed. For Dutch minority co-productions, both a guaranteed cinema release in the country of origin and a non-theatrical release in the Netherlands also qualify.

For a feature film or long animated film the production costs must be not less than €1,000,000 and the qualifying costs not less than €150,000.

For a long documentary the production costs must be not less than €250,000 and the qualifying costs not less than €100,000.

On application, at least 50% of the production budget must have been promised by third parties (no guarantees or deferments) unconditionally and demonstrably in writing.

Only applications achieving a minimum of 75 points – including points for a minimum of two main positions – are eligible.

For international (co-)productions with a minority share of the financing from the Netherlands spending one million or more qualifying production costs in the Netherlands, one main position is sufficient and points can be allocated for other positions if they are responsible for the execution of the production in the Netherlands.

A minimum of two financiers, not allied to each other, who contribute to the financing and broad public access and visibility through several end operators is guaranteed.

The applicant is obliged to produce the film production in accordance with the information submitted with the application, including the number of points set down in the decision.

The film production must be fully financed within six months of the date of the decision and at the latest before the start of shooting, after which the Fund’s Implementation Agreement will be drawn up.

The film production must be complete and released within 24 months of conclusion of the Implementation Agreement.

Edwin Goldman

Now active in the film and television industry for over 15 years, Edwin Goldman has produced a wide range of content in various formats with his Amsterdam-based company, Goldman Film. Among his works is the feature adaptation of the best-selling YA thriller Vicious, which premiered internationally in competition at the Kristiansand ICFF. The short film Buddy, which he wrote and produced, was selected for the Oscar-qualifying Palm Springs International ShortFest and over 60 international film festivals, winning several awards.

His Dutch-Indonesian-German and Queer background defines him as a diverse filmmaker. He holds an MA degree in Film Studies and was the first student to produce and distribute a feature film before graduating from the Netherlands Film Academy. He participated in Binger Filmlab’s Creative Producers Lab, IFFR’s Rotterdam Lab, Berlinale Visitors Programme, and EAVE’s Producer’s Workshop. He has given workshops on script development, film production and financing for IFFR and ‘Kunstbende’ (an organization that stimulates young creative talent).

Goldman Film regularly co-produces with Phanta Film, a renowned Dutch production company founded by Petra Goedings, who has over 35 years of experience with international co-productions across genres ranging including animation, documentaries, features, and series. Together with Phanta Basta!, Phanta Animation, and BosBros, they form the film division of the Dutch media company Phanta Vision.
